電梯崗位責(zé)任制 （一）特種設(shè)備安全管理員崗位責(zé)任制 1、組織貫徹執(zhí)行國(guó)家、省、市、區(qū)有關(guān)部門(mén)關(guān)于電梯管理方面的法律法規(guī)和電梯操作規(guī)程； 2、全面負(fù)責(zé)本單位電梯使用安全管理工作，制定和落實(shí)電梯的定期檢驗(yàn)計(jì)劃； 3、組織制定并審批本單位電梯使用管理方面的規(guī)章安全制度及有關(guān)規(guī)定，并經(jīng)常督促檢查其執(zhí)行情況； 4、進(jìn)行電梯運(yùn)行的日常巡視，記錄或督促記錄電梯日常使用狀況； 5、檢查電梯安全注意事項(xiàng)和警示標(biāo)志，確保齊全清晰； 6、妥善保管電梯鑰匙及其安全提示牌； 7、發(fā)現(xiàn)電梯運(yùn)行事故隱患需要停止使用的，有權(quán)作出停止使用的決定，并且立即報(bào)告本單位負(fù)責(zé)人； 8、接到故障報(bào)警后，立即趕赴現(xiàn)場(chǎng)，組織電梯維修作業(yè)人員實(shí)施救援； 9、實(shí)施對(duì)電梯安裝、改造、維修和維保工作的監(jiān)督。 （二）電梯管理部門(mén)（工程部）負(fù)責(zé)人崗位責(zé)任制 1、在單位主管設(shè)備負(fù)責(zé)人的領(lǐng)導(dǎo)下，具體組織貫徹執(zhí)行上級(jí)有關(guān)電梯使用管理方面的規(guī)定； 2、負(fù)責(zé)本單位電梯使用管理工作，組織或會(huì)同有關(guān)部門(mén)編制本單位電梯使用管理規(guī)章制度； 3、審核本單位有關(guān)電梯的統(tǒng)計(jì)報(bào)表； 4、組織做好電梯使用管理基礎(chǔ)工作，檢查電梯檔案資料的收集、整理和歸檔工作情況； 5、做好電梯能效測(cè)試報(bào)告、能耗狀況、節(jié)能改造技術(shù)資料的保存； 6、抓好操作人員的安全教育、節(jié)能培訓(xùn)和考核工作，不斷提高操作人員技術(shù)素質(zhì)； 7、根據(jù)本單位電梯使用狀況，審定所編制的電梯定期檢驗(yàn)和維護(hù)保養(yǎng)計(jì)劃，并負(fù)責(zé)組織實(shí)施； 8、定期或不定期組織檢查本單位電梯使用管理情況； 9、參加電梯事故調(diào)查與分析，提出處理意見(jiàn)和措施。 （三）電梯值班保安崗位責(zé)任制 1、堅(jiān)守崗位，不得擅自離崗、脫崗，不做與崗位無(wú)關(guān)的其他事情； 2、按時(shí)定點(diǎn)、定線巡回檢查； 3、接到電梯故障報(bào)警后，及時(shí)上報(bào)工程部或保安部。 4、電梯維修和故障救援時(shí)，配合電梯維修人員做好電梯外圍安全和相關(guān)輔助工作。 （四）電梯操作人員（司機(jī)）崗位責(zé)任制 1、 電梯司機(jī)須經(jīng)安全技術(shù)培訓(xùn)，并考試合格，持有當(dāng)?shù)刭|(zhì)量技術(shù)監(jiān)督局部門(mén)核發(fā)的“特種作業(yè)證”方可上崗，無(wú)作業(yè)證者不得駕駛電。； 2、對(duì)工作認(rèn)真負(fù)責(zé)，熱情為乘客服務(wù)，上班前不喝酒，有充足睡眠。 3、做好交接班工作，認(rèn)真看交班日志，了解上一班運(yùn)行情況，不接帶病運(yùn)行的電梯。 4、認(rèn)真執(zhí)行電梯安全操作規(guī)程。 5、交班時(shí)應(yīng)作到： 1）、每班交班前做好轎廂及廳門(mén)的清潔衛(wèi)生工作，認(rèn)真填寫(xiě)電梯日常檢查與使用狀況記錄。 2）、交接班應(yīng)當(dāng)面交接，如遇接班人未到。交班人不得擅自離開(kāi)，應(yīng)請(qǐng)示有關(guān)領(lǐng)導(dǎo)派人接班。 3）、如系末班，則將轎廂停在基站，把運(yùn)行鑰匙開(kāi)關(guān)擰到停用位置，并將風(fēng)扇、照明燈關(guān)掉，關(guān)好轎廂門(mén)和廳門(mén)并鎖好，方可離開(kāi)。 4）、努力學(xué)習(xí)操作技術(shù)和安全知識(shí)，不斷提高操作水平 二 電梯鑰匙使用管理制度 （一） 總則 1、電梯是屬于國(guó)家明令規(guī)定的特種設(shè)備，為了保障電梯的正常和安全使用，必須制定《電梯鑰匙使用保管制度》； 2、電梯鑰匙必須由專人保管和使用，電梯鑰匙不得隨意仿制或配制，也不得隨意濫用。 （二） 電梯鑰匙使用與保養(yǎng) 1、電梯電源鑰匙是操縱電梯運(yùn)行與使用的電源開(kāi)關(guān)鑰匙； 2、電梯電源鑰匙的操作使用程序必須按照電梯制造廠家規(guī)定的操作使用程序進(jìn)行； 3、電梯電源鑰匙必須由經(jīng)過(guò)適當(dāng)培訓(xùn)的專職司機(jī)或電梯值班人員使用和保管，其他人不得隨意使用與保管。 （三） 電梯機(jī)房鑰匙使用與保管 1、電梯機(jī)房是放置電梯重要設(shè)備的場(chǎng)合，只有經(jīng)過(guò)適當(dāng)培訓(xùn)的持證專業(yè)人員和相關(guān)人員才能進(jìn)入； 2、電梯正常使用時(shí)，電梯機(jī)房必須上鎖，以防止其他無(wú)關(guān)人員擅自進(jìn)入； 3、電梯機(jī)房鑰匙應(yīng)由電梯司機(jī)、電梯值班人員或業(yè)主相關(guān)部門(mén)負(fù)責(zé)人保管； （四） 電梯三角鑰匙使用與保管 1、電梯三角鑰匙是電梯困人救援與電梯檢修、檢測(cè)時(shí)使用的； 2、電梯三角鑰匙必須由電梯業(yè)主相關(guān)部門(mén)的負(fù)責(zé)人保管，其他任何人不得保管； 3、電梯三角鑰匙上必須附著一個(gè)“告示牌”，講明三角鑰匙不得隨意使用，以免造成在一次開(kāi)鎖后，可能未有效地鎖住廳門(mén)而發(fā)生的危險(xiǎn)； 4、用電梯三角鑰匙救援必須由經(jīng)過(guò)培訓(xùn)的持證專業(yè)人員進(jìn)行，其他人員不得擅自使用。 三 電梯安全操作規(guī)程 電梯必須經(jīng)檢驗(yàn)機(jī)構(gòu)進(jìn)行監(jiān)督檢驗(yàn)或定期檢驗(yàn)合格后，在當(dāng)?shù)刭|(zhì)量技術(shù)監(jiān)督部門(mén)辦理特種設(shè)備使用登記證，并對(duì)安全檢驗(yàn)合格標(biāo)志予以確認(rèn)蓋章后，方可投入正式運(yùn)行，電梯運(yùn)行操作工（使用說(shuō)明書(shū)注明需司機(jī)操作的）和電梯維修操作工必須經(jīng)培訓(xùn)，考取質(zhì)量技術(shù)監(jiān)督部門(mén)頒發(fā)的特種設(shè)備作業(yè)人員證，方可上崗操作。 （一）一般要求 1、不準(zhǔn)超載運(yùn)行； 2、不允許開(kāi)啟轎廂頂安全窗、安全門(mén)運(yùn)載超長(zhǎng)物品； 3、禁止用檢修速度作為正常速度運(yùn)行； 4、 電梯運(yùn)行中不得突然換向； 5、禁止用手以外的物件操縱電梯； 6、客梯不能作為貨梯使用； 7、不準(zhǔn)運(yùn)載易燃易爆等危險(xiǎn)品； 8、不許用急停按鈕作為消除信號(hào)和呼梯信號(hào)； 9、轎廂頂部不準(zhǔn)放置其它物品； 10 、關(guān)門(mén)啟動(dòng)前禁止乘客在廳、轎門(mén)中間逗留、打鬧，更不準(zhǔn)乘客觸動(dòng)操縱盤(pán)上的開(kāi)關(guān)和按鈕； 11、 操作工或電梯日常運(yùn)行負(fù)責(zé)者下班時(shí)，應(yīng)對(duì)電梯進(jìn)行檢查，將工作中發(fā)現(xiàn)的問(wèn)題及檢查情況記錄在運(yùn)行檢查記錄表和交接班記錄簿中，并交給接班人。 （二）不安全狀態(tài)下的操作及注意事項(xiàng) 電梯在運(yùn)行中發(fā)生下列意外情況，司機(jī)（或乘客）應(yīng)使電梯停止運(yùn)行，并采取以下措施： 1、電梯失控而安全鉗尚未起作用時(shí)，司機(jī)（或乘客）應(yīng)保持鎮(zhèn)靜，并做好承受因橋廂急停或沖頂 敦底而產(chǎn)生沖擊的思想準(zhǔn)備和動(dòng)作準(zhǔn)備（一般采用屈腿、彎腰動(dòng)作）、電梯出現(xiàn)故障后，司機(jī)（或乘客）應(yīng)利用一切通訊設(shè)施（如110、警鈴按鈕、通訊電話等）通知有關(guān)人員，不得自行脫離轎廂，耐心等待救援； 2、發(fā)生地震時(shí) 應(yīng)立即就近層停止運(yùn)行； 3、發(fā)生火災(zāi)時(shí)，司機(jī)人員應(yīng)盡快將電梯開(kāi)到安全樓層（一般著火層以下的樓層認(rèn)為比較安全），將乘客引導(dǎo)到安全的地方，待乘客全部撤出后切斷電源，并將各層廳門(mén)關(guān)閉； 4、井道內(nèi)進(jìn)水時(shí)，一般將電梯開(kāi)至高于進(jìn)水的樓層，將電梯的電源切斷； 5、電梯失去控制時(shí)，應(yīng)即按下急停按鈕，仍不能使電梯停止運(yùn)行時(shí)，梯內(nèi)操作人員應(yīng)保持冷靜，切勿打開(kāi)轎門(mén)跳出。 四 電梯事故與故障的應(yīng)急措施和救援預(yù)案 為加強(qiáng)電梯安全管理及在電梯使用、維修、保養(yǎng)過(guò)程中遇到突發(fā)事故的自救和快速反應(yīng)能力，對(duì)應(yīng)我單位識(shí)別到的電梯使用、維修、保養(yǎng)過(guò)程中的重大危險(xiǎn)源可能發(fā)生的剪切、撞碰、跌落、觸電、火災(zāi)、濕水、困人等事故，特制定相應(yīng)的應(yīng)急響應(yīng)預(yù)案。 （一）、剪切事故應(yīng)急處理 1、當(dāng)發(fā)生剪切事故時(shí)，現(xiàn)場(chǎng)人員應(yīng)立即切斷電梯電源，使電梯停止運(yùn)行。 2、現(xiàn)場(chǎng)人員根據(jù)傷員的傷勢(shì)程度，采取簡(jiǎn)單的應(yīng)急救治措施。 3、立即打急救電話120處理，或送到附近醫(yī)院救治。 4、同時(shí)立即向主管領(lǐng)導(dǎo)報(bào)告。 5、保護(hù)現(xiàn)場(chǎng)，禁止任何不相關(guān)的人員進(jìn)入事發(fā)現(xiàn)場(chǎng)。 6、必要時(shí)根據(jù)特種設(shè)備安全監(jiān)察的有關(guān)規(guī)定上報(bào)至質(zhì)量技術(shù)監(jiān)督部門(mén)或公安部門(mén)調(diào)查事故。 7、查明設(shè)備故障原因，由電梯維護(hù)保養(yǎng)單位修復(fù)后恢復(fù)運(yùn)行。 （二）、撞、碰傷應(yīng)急處理 1、當(dāng)發(fā)生撞、碰傷事故時(shí)，現(xiàn)場(chǎng)人員應(yīng)立即切斷電梯電源，使電梯停止運(yùn)行。 2、根據(jù)傷勢(shì)嚴(yán)重程度進(jìn)行簡(jiǎn)單救護(hù)處理。 2.1外傷大出血：應(yīng)立即用毛巾、布條等進(jìn)行捆扎止血； 2.2骨折、昏迷等嚴(yán)重的送到醫(yī)院治療或打急救電話120處理。 3、同時(shí)立即向主管領(lǐng)導(dǎo)報(bào)告。 4、保護(hù)好現(xiàn)場(chǎng)，禁止任何不相關(guān)的人員進(jìn)入事發(fā)現(xiàn)場(chǎng)。 5、必要時(shí)根據(jù)特種設(shè)備安全監(jiān)察的有關(guān)規(guī)定上報(bào)至質(zhì)量技術(shù)監(jiān)督部門(mén)或公安部門(mén)調(diào)查事故。 6、查明設(shè)備故障原因，由電梯維護(hù)保養(yǎng)單位修復(fù)后恢復(fù)電梯運(yùn)行。 （三）、墜落應(yīng)急處理 1、發(fā)現(xiàn)有人員墜落時(shí)，現(xiàn)場(chǎng)作業(yè)人員應(yīng)立即切斷電梯電源，讓電梯停止運(yùn)行。 2、到墜落處（如底坑、轎頂?shù)龋┎炜磯嬄淙藛T，如發(fā)現(xiàn)還有呼吸或神志清醒，應(yīng)讓其不要起動(dòng)，躺在原處休息，并注意觀察。 3、如有大出血，應(yīng)用毛巾、布條等進(jìn)行包扎止血。 4、現(xiàn)場(chǎng)人員立即打急救電話120處理。 5、同時(shí)立即向主管領(lǐng)導(dǎo)報(bào)告。 6、保護(hù)好現(xiàn)場(chǎng)，禁止任何不相關(guān)的人員進(jìn)入事發(fā)現(xiàn)場(chǎng)。 7、必要時(shí)根據(jù)特種設(shè)備安全監(jiān)察的有關(guān)規(guī)定上報(bào)至質(zhì)量技術(shù)監(jiān)督部門(mén)或公安部門(mén)調(diào)查事故。 8、查明設(shè)備故障原因，由電梯維護(hù)保養(yǎng)單位修復(fù)后恢復(fù)電梯運(yùn)行。 （四）、發(fā)生觸電事故應(yīng)急處理 1、當(dāng)發(fā)生觸電事故時(shí)，現(xiàn)場(chǎng)人員應(yīng)立即切斷電源，使觸電人員脫離電源。 2、若觸電人員神志清醒，尚未失去知覺(jué)，應(yīng)讓其不要起動(dòng)，安靜休息，并注意觀察。 3、若觸電人員已無(wú)知覺(jué)，無(wú)呼吸，但心臟有跳動(dòng)，應(yīng)進(jìn)行人工呼吸搶救，并立即打急救電話120處理。 4、若觸電人員無(wú)呼吸、心臟停止跳動(dòng)，應(yīng)用人工呼吸和擠壓心臟同時(shí)進(jìn)行搶救，并立即打急救電話120處理；搶救工作應(yīng)耐心進(jìn)行，在送醫(yī)院途中也不能停止。 5、同時(shí)立即向主管領(lǐng)導(dǎo)報(bào)告。 6、保護(hù)好現(xiàn)場(chǎng)，禁止任何不相關(guān)的人員進(jìn)入事發(fā)現(xiàn)場(chǎng)。 7、必要時(shí)根據(jù)特種設(shè)備安全監(jiān)察的有關(guān)規(guī)定上報(bào)至質(zhì)量技術(shù)監(jiān)督部門(mén)或公安部門(mén)調(diào)查事故。 （五）、發(fā)生火災(zāi)應(yīng)急處理 1、當(dāng)發(fā)生火災(zāi)時(shí)，現(xiàn)場(chǎng)人員應(yīng)立即大聲呼救及采取措施滅火，并根據(jù)著火情況報(bào)119，匯報(bào)起火地點(diǎn)、樓層、火勢(shì)情況等，報(bào)警后到消防車(chē)開(kāi)來(lái)方向接應(yīng)消防員進(jìn)場(chǎng)。 2、立即切斷火災(zāi)現(xiàn)場(chǎng)的供電和開(kāi)通緊急照明，從安全通道逃生自救。 3、提滅火器材到現(xiàn)場(chǎng)滅火，并使用消防栓水槍滅火和散霧；在不能使用水槍滅火時(shí)，根據(jù)著火性質(zhì)，就地取材，保持鎮(zhèn)靜，合理使用現(xiàn)場(chǎng)配備的滅火器具進(jìn)行滅火。 4、救出被困人員，把受傷人員送到急救室或120急救中心搶救。 5、對(duì)火災(zāi)現(xiàn)場(chǎng)實(shí)施警戒、接應(yīng)和引導(dǎo)疏散人員到安全地方。 6、同時(shí)立即向主管領(lǐng)導(dǎo)報(bào)告。 （六）、濕水應(yīng)急處理 1、發(fā)生濕水時(shí),應(yīng)立即對(duì)建筑設(shè)施采取堵漏措施。 2、當(dāng)樓層發(fā)生水淹而使井道或底坑進(jìn)水時(shí)，應(yīng)當(dāng)將電梯轎廂停于進(jìn)水層站的上二層，停梯斷電，防止轎廂進(jìn)水。 3、當(dāng)井道底坑或機(jī)房進(jìn)水較多，應(yīng)立即停梯，關(guān)閉電梯總電源，防止發(fā)生短路、觸電等事故。 4、對(duì)濕水電梯進(jìn)行除濕處理，確認(rèn)濕水消除，經(jīng)試梯無(wú)異常后方可恢復(fù)使用。 5、電梯恢復(fù)使用后，詳細(xì)填寫(xiě)濕水檢查報(bào)告，對(duì)濕水原因、處理方法、防范措施等記錄清楚并存檔。 （七）、困人事故的應(yīng)急處理　 1、現(xiàn)場(chǎng)人員通過(guò)值班電話先安撫乘客情緒，告知準(zhǔn)備進(jìn)行解救操作，讓其耐心等待救援。 2、保安部立即通知電梯維保公司，要求相關(guān)的維修人員在必須在30分鐘之內(nèi)趕到電梯現(xiàn)場(chǎng)實(shí)施救援。 3、值班保安做好故障電梯各廳門(mén)入口處“電梯暫停使用”的警示標(biāo)志。 4、保安部如確認(rèn)電梯維保公司相關(guān)維修人員在30分鐘內(nèi)未趕到現(xiàn)場(chǎng)后，如轎廂內(nèi)被困乘客出現(xiàn)不適反映，可立即通知“119”實(shí)施強(qiáng)制救援。 （八）、相關(guān)聯(lián)系電話 急救：120 火警：119 電梯維保公司熱線電話：0755-27367202 五 電梯使用日常檢查制度 1、電梯安全管理人員在每周工作開(kāi)始前，應(yīng)到機(jī)房?jī)?nèi)對(duì)機(jī)械和電器設(shè)備作巡視性檢查； 2、使用電梯前，電梯安全管理人員應(yīng)對(duì)電梯進(jìn)行逐層?？窟\(yùn)行，在運(yùn)行中觀察電梯是否有異?，F(xiàn)象如： 1）、電梯的照明及風(fēng)扇工作是否正常； 2）、電梯的啟動(dòng)、停車(chē)和平層情況； 3）、聽(tīng)有無(wú)異聲和異常震動(dòng)； 4）、聞?dòng)袩o(wú)異常氣味出現(xiàn)。 3、檢查制動(dòng)器、繼電器、接觸器等動(dòng)作是否正常；各級(jí)電壓是否在正常工作范圍內(nèi)； 4、機(jī)房?jī)?nèi)的溫度、濕度是否正常；電動(dòng)機(jī)、減速器、制動(dòng)器溫升是否正常； 5、操縱箱的按紐、開(kāi)關(guān)工作是否正常；指層及方向指示是否正常； 6、做好防風(fēng)、防雨、防霉、防火措施，及時(shí)清理機(jī)房雜物； 7、不要讓水流入電梯井道，不要讓水淋濕電梯部件； 8、電梯安全管理人員若發(fā)現(xiàn)問(wèn)題應(yīng)及時(shí)報(bào)告有關(guān)部門(mén)并作好記錄。 g an employment tribunal claim Employment tribunals sort out disagreements between employers and employees.
